Note (a)

Easy Urdu or Pakistan Culture can be studied by only those foreign students who have passed their Matriculation or equivalent examination in a foreign country.

Foreign students who passed Matriculation Examination from a Board of Secondary Education in Pakistan will have to study Urdu Compulsory.

       Note:    a) Students who wish to study English Literature will be required to qualify a written test to prove their ability, at the beginning of the Session.

b)    In case if failure in the test the students will have to select another subject. in this connection he will be required to fill in a declaration form and submit it along with the admission form.

c)    Subject combination (Sets) can only be selected from the sets listed above. In case a student selects Subjects which are at variance with the given subject combinations (Seats he shall have to change these subjects in accordance with the given sets.

d)    Subjects combination (Sets) once selected can only be changed within a specified period of time which is notified on the University Notice Board as soon as the admissions have been finalized. Change of subject will not be allowed after the expiry of that period.

e)    Pakistani students will study the same syllabus for Urdu compulsory whether They come from English Medium or from Urdu Medium school.

f)    The students who wish to attempt a paper in English version in the Board's Examination they have to do all papers in English including Islamiyat and Pakistan Studies.

g)    Conversion of Admission from one group to another group is allowed on merit.

   Note:    As per University of Engineering & Technology prospects for the year 2002," Intermediate with Physics, Math, Computer Science and Statistics shall be acceptable only for admission in  Computer Science, City and Regional Planning and Architecture"

PAYMENT OF FEES AND OTHER DUES

1-    The University fees, funds and other dues must be paid on the dates notified by the University .

2-     If a student fails to pay his dues by the specified date he will be fined Rs. 50/- per day.

3-    In case he fails to pay the dues even one week after the last date for payment of dues, his name will be struck off the University rolls and if he is allowed Re-admission he will have to deposit Rs. 500/- as Re-admission Fee.

4-    For Re-admission he shall submit the application within due date (mentioned in the struck off notification) No application will

 be entertained after the expiry of this date.

5-    Re-Admission is allowed only once.

6-    Immediately after admission, students will be required to pay the following dues for the period from May to July.

  Note: 

1.    All dues including Examination Fee once paid will not be refundable.

2.    According to Government College University Rules, the security deposit is refundable within two years after the end of academic session after which it is not refundable. Refund can be made only after all University dues have been paid.

 

University Leaving Rules

1.    A student who intends to leave the College should apply to the Registrar for this purpose. His application must be signed by his father or guardian also.

2.    The University leaving certificate will be issued only to a student who pays all dues upto date.

Struck off and Re-admission

1.    The name of a student will be dropped from University Rolls if he remains absent in a subject for 3 days or more in a month, continuously or otherwise.

2.    A student whose name has been dropped from the University Rolls due to:

i). Non-payment of dues.

ii). Not appearing in the University test

iii). Remaining absent in a subject from classes for three days or more in a month, continuously or otherwise, may be allowed re-admission provided he applies for readmission within due date (mentioned in the struck off notification.)

 

3.    The readmission fee will be 500/-

4.    In case he does not apply within the due date his admission will be CANCELLED and his application for Re-admission will NOT be considered.

5.    If for some reason the Re-admitted student’s name is dropped from the University Rolls again, he will be eligible for a second Re-admission.

RE-ADMISSION CAN BE GRANTED ONLY ONCE.

 

Attendance.

1.    The admission of a student who remains absent from classes for 15 days or more after depositing his admission dues, obtaining his Roll number and after the class work has started, will be considered as cancelled.

2.    Only such students of class XI and XII will be eligible to appear in the Board’s Examination who, apart from fulfilling other conditions, have attended their classes according to the following ratio.

a)      75% of the total number of lectures delivered in each subject of class XI and XII, respectively.

b)      75% pf the total numbers of periods specified for practical.  

    Note: While counting lectures no exemption will be granted to any student who remains absent from the class due to illness or any other reason. However, exemption may be granted to sportsmen or to students taking part in Co-curricular activities of the University, which, in no case will exceed 15 days in an academic year.

3.    Attendance in every Tutorial meeting is compulsory for all students. Absence from such meeting will entail a fine of Rs. 50/- per meeting. If a student remains absent from two tutorial meetings consecutively, his name will be struck off from the University rolls.

Leave Rules

 

1.   Leave is granted only on medical ground, supported by M.C. and certified by the University Medical Officer.

2.    Students should apply for leave on medical grounds as soon as possible.

3.    Leave books at the cost of Rs. 20/- each can be obtained from the attendance clerk. Leave can only be sanctioned on the prescribed pages of the leave book.

4.    Students should present their applications personally to the Assistant Registrar (Leave) in the Admission office.

5.    In case of Emergency the leave application will be referred to the Hardship Cases Committee.

6.    Duty leave will only be granted by the Assistant Registrar (Leave) on the recommendation of the incharge of a game/ society duly countersigned by the Chairman Societies/ Sports board.

7.    Such recommendation must be sent to the Assistant Registrar (Leave) by the incharge of game/ society before a student proceeds for participation in a game/ Co-curricular activity.

8.    An incharge of a game/ activity will in no case recommend an application for duty leave or send recommendation in this regard after the applicant’s participation in the game/ activity.

 

Note: No such recommendation shall be accepted after the participation of a students in the game/co-curricular activity. Fine for absence is as follow:

 

1.    The fine for remaining absent for one period is Rs. 5/-

2.    For the week preceding or immediately following the Summer Vacation, the fine for missing a period is Rs. 10/- per period.

3.    Absence from a tutorial period or from English, Urdu (Composition) or Islamiyat and Pak Studies period is Rs. 50/- per period.

Remission of Fine

Normally, fines are not remitted. However, in special circumstances, the case may be refered to the Vice Chancellor.

 

Special fines:

 

Special Fines can be imposed for absence, irregularity and in-discipline which will not be remitted.

Fee Concessions

 

The Vice Chancellor has the authority to grant half fee concession to a specific number of deserving students.  

1.    Applications for fee concession have to be submitted on the prescribed from after admission in the University and these forms will be available from the University Treasurer Office. Signatures of father or guardian on the forms are essential.

2.    Fee concession will be given on the basis of good character, regular attendance and satisfactory performance in the academic field. The given Fee concession can be taken back in case of immoral behavior, irregularity and unsatisfactory performance. The students getting a Fee concession can be assigned by some duty in the University and its hostel. The Fee concession can be cancelled if the student fails in the examination. The concession in fee can be withdrawn from those whose results in the University Examination are unsatisfactory.

Scholarship

Specified scholarships of Government, University and Local Bodies will be available in this University. The deserving Muslim students will be able to get stipends from Provincial Zakat Fund during the on-going year. The interested students should get an eligibility certificate from the Local Zakat Committee of the Area and submit the application to the Zakat and Usher Committee Office after getting it attested by the Deputy Registrar attendance.

Accommodation

 

Every student is expected to put up with his parents. Those students who are desirous of living with some close relative other than the parents should produce a written permission letter signed by his father or guardian. The name of the relative, his occupation, designation, address and precise relation must be specified. It will not be enough to write that the student is going to reside with his cousin, etc.

Admission to Hostels

1.    There are two hostels for Intermediate students who hail from areas other than Lahore.

2.    Iqbal Hostel, originally known as ‘The Quadrangle’ and Quaid-e-Azam Hostel, both are situated in the main block of the University and are situated in the main block of the University and are reserved for Intermediate students.

3.    Due to limited accommodation facilities, the students are admitted only on merit.

4.    The students of intermediate classes, wishing to reside in these hostels, should get Application Form from office of Iqbal Hostel and submit it in the same office for the admission year 2003. The schedule of admission to the hostels will be notified on the Notice Baord of Iqbal Hostel.

5.    Allocation of seats on open merit and reserved quota in the Iqbal Hostel and Quaid-e-Azam Hostel will be made according to the already decided policy. Admission to the hostel is given on merit for ONE academic year only. The hostel authorities have the right to refuse admission to a XI class resident in class XII if his conduct or behavior during the previous year was unbecoming or he was found guilty of infringement of hostel rules.

 Extract from the Hostel Regulations  

1.    Resident is at all times subject to good behavior and can be withdrawn at any time in interest of Hostel discipline.

2.    Every resident is expected to preserve peace, tranquility and calm atmosphere in the hostel, and to respect the rights of others.

3.    Use and keeping of Liquor, drugs, Mobile Phones weapons, (licensed or unlicensed) and smoking in the hostel is strictly prohibited and entails expulsion from hostel.

4.    No religious, social ceremony or political activity likely to injure the feelings of any resident is permitted.

5.    Every part of the hostel premises will be open for inspection by the authorities at all hours.

6.    Membership of the hostel mess is compulsory for every resident.

7.    The resident must pay his monthly dues by the 10th of each month. The defaulter may face expulsion from the hostel.

8.    No guest is permitted to stay in the Hostel.

8.    The Hostels will be closed during vacation/ holidays or when University is closed for more than three days.

10.    In case of withdrawal/ expulsion due to indiscipline or misbehavior, security deposits will be forfeited. Other details as given in hostel "Rules of Residence" Hand Book or issued from time to time must be fully observed.

Tutorial System

 

Every student is given the membership of a tutorial group when admitted in the University. The president of a tutorial group is a teacher and is called a tutor. It is essential for every student to get a “Dossier Form” from the tutor at the earliest and should return it to the tutor after filling it in. Every student should contact his tutor in the first available time and enquire about his availability for consolation during the free period of the working days. It is compulsory for every student to present all his document i.e. application for concession in Fee/Fine, or application for scholarship and character certificate etc., to the Vice Chancellor through his tutor. The Vice Chancellor will not issue any order on the applications directly given to him. Tutorial groups have a weekly meeting in which attendance is compulsory. In case of absence from the tutorial meeting there is a fine of Rs. 50/- per meeting which cannot remitted. 

University Examinations

 

The students who get admission in first year class at Intermediate level have to appear in two Internal Examination during their two year stay in this institution, according to the following schedule under the supervision of the Examination Department.

Examination Rules

 

1.    The admission forms of the students of class XI who fail to attend 75% of the number of lectures delivered in each subject will not be sent to the Board of Intermediate and Secondary Education Lahore for Annual Examination.

2.    The admission forms of the Students Class XII who fail to attend 75% of the total number of lecturers delivered in each subject will not be sent to the Board of Intermediate and Secondary Education Lahore for the Annual Examination.

3.    The student who does not appear in the December Test (Class XI), or December Test (Class XII), shall be fined @ Rs. 200/- per subject upto a maximum of Rs. 1200 even though he is allowed by Controller of Examinations to sit in make up test..

4.    If student is unable to appear in the December test due to illness or unavoidable circumstances he may apply for leave with documentary proof to the Hardship cases Committee thought Controller of Examination, In case the Hardship Cases Committee accepts his application, the Controller of Examination will notify his exemption from the Examination. Such students shall have to appear in Make-up Test for Internal grading according to the schedule notified by the Controller of Examination. If such a student does not appear in make up test, he shall be fined according to Rule No. 3

5.    The internal grading for the Intermediate Board's Examination will be assessed on the basis of performance of a student in the test, Co-Curricular activities and conduct.

6.    The admission form of the student of class XII who get internal grade "F" will be sent to the Board of Intermediate and Secondary Education Lahore for annual examination.

University Identity Card

 

1.    It is compulsory for every University student to get his identity Card from the University Office immediately upon his admission. Defaulters will be fined. Students are directed to contact Mr. Khadim Ali Khan (Chairman Geography) in this connection.

2.    If an Identity Card is lost, a new Card will be issued for Rs. 100/-

3.    A student should possess his Identity Card with him at all times and it should be produced on demand by a staff member. Not possessing a card can entail a fine of Rs. 50/- Refusal to show the identity card can entail a heavy fine, which will not be remitted.

4.    Student's Identity card is the property of the University. It is compulsory for every student to hand over his Identity card to the University Officer for record, upon his being dropped from the University Rolls, his migration to another College/University or upon the termination of the University session.

5.    For traveling purposes another Identity Card can be obtained from the University office, after admission, by the students who may need it.  

6.    Any certificate/degree will not be issued unless the students deposit their identity cards to the University.

University Uniform

 

According to the University Rules every student of Government College University  Lahore has to be in the University Uniform, The purpose of specifying a University Uniform is that University Students should possess a distinct identity and also that they refrain from wearing expensive and showy clothes. The University has prescribed the following Uniform for University students.  

Winter (1st November to 31st March)  

1.    White Shirt

2.    Gray Trousers

3.    Traditional Maroon College blazer, alongwith college badge/crest, or Maroon Sweater and Black Shoes.  

Summer (Ist April to 31st October)

 

1.    White Shirt

2.    Khaki Trousers

3.    Black Shoes  

Note: Students not wearing the prescribed Uniform can be checked by any teacher/proctor within University bounds. Students not wearing the University Uniform will be fined Rs. 50.00

 

Smoking

 

The smoking of cigarettes, within the college premises, is strictly prohibited. Those who violate this rule will be liable to punishment. Any staff member can check a University student within the premises of the University and fine the student found smoking.

 

Proctorial System

 

To maintain discipline and order in the University there is a Proctorial Board comprising staff members.

Cases of violations of University discipline should be reported to the Chief Proctor, who will immediately take appropriate action. Any fine imposed by the Chief Proctor or the Proctorial Board cannot be remitted or reduced.

 

Mosque

 

In order to facilitate Islamic Teaching and for the observance of the five obligatory prayers, there is mosque situated on the University campus. In the mosque there are facilities for daily as well as for Friday prayers.

   

Libraries

Libraries plays a vital role in providing up to date information and help keep abreast with the changing times. The Library of Government College University Lahore dates back to 1872.  The library building was extended in 1964 and 1999. The library holds a collection of over 1,48,000 bound volume books. The library also holds a number of special collections and archives including Sufi Ghulam Mustafa Tabassum, Dr. Khalid Aftab, Dr.  Ebadat Bralvi, Mirza Maqboll Baig Bdakshani, Sardar Karim Nawaz, Muzaffar Ali Syed, and Prof. Razi Wasti etc.

 

Apart from the Central Library (Fazl-e-Hussain Library), a new postgraduate library has started functioning in 1999 which is capable of accommodating nearly 400 readers at a time in modern air conditioned surroundings. Most of the books in GC Library can be openly accessed and borrowed for two weeks at a time except for certain rare and valuable books. The Central and Postgraduate library is fully computerized providing e-mail, internet and software package facilities to the students/ users.

 

The University has recently established a virtual library, which is first ever of its kind in Pakistan. The library provides audio and video services to students/users. Photocopy and scanning facilities are provided for reference and journal materials. The Library remains open 6 days a week throughout the year. Evening library service is also available to students.

Co-curricular Activities and Sport

In order to join these Clubs/Societies, the teachers who are Incharge should be contacted. a list of the teachers Incharge/Presidents of these Societies is published regularly in the Government College University, Gazette at the beginning of every Academic Session. The various Societies hold meetings regularly and the timing/dates and other information about these Societies is provided to students in the Government College University, Gazette.
